Shalva’s Zwillinger Family Assessment Center operates as an official provider on behalf of the Israeli Ministry of Welfare and Social Affairs, offering comprehensive clinical assessments under one roof within the Shalva framework.

The center was established with a clear understanding: accurate, multidisciplinary assessment is the essential foundation for matching individuals with disabilities to the support services and welfare resources they need throughout every stage of life.

Combining Shalva’s decades of expertise in the field of disabilities with a senior medical and therapeutic team, we work to build a clear, reliable, and holistic understanding of each individual’s functioning and needs.

Every assessment process is conducted with professionalism, dignity, and sensitivity, including linguistic and cultural accessibility whenever possible. Our goal is to serve as a trusted bridge for individuals and families, helping them navigate their rights and access the services available to them through government and care systems.

Professional, Accurate, and Multidisciplinary Assessments

Shalva’s Zwillinger Family Assessment Center operates through a multidisciplinary model that provides a broad and comprehensive view of the individual and their family across the entire lifespan, from early childhood through older adulthood.

Our team includes physicians, psychiatrists, psychologists, social workers, and occupational therapists, all working together to integrate their professional perspectives into one complete clinical picture.

The process includes:

  • Collection of developmental and medical history
  • Cognitive and emotional evaluations
  • Assessment of family and community resources
  • Functional evaluations in accordance to official Welfare Ministry criteria

 

Following the team’s professional review, the findings are submitted to an external committee appointed by the Ministry of Welfare and Social Affairs for official eligibility determination for services and support programs.

This process helps individuals and families gain a clear understanding of the diagnosis, better understand their rights, and work together with community social workers to build a personalized and appropriate support plan.

Assessment in the individual’s native language (whenever possible), as language is essential to trust, collaboration, and meaningful evaluation

Guidance and support for individuals and families in understanding the diagnosis, its implications, and the rights connected to it

Comprehensive multidisciplinary evaluations to determine functional levels according to official criteria

Providing community social workers with a full professional assessment to support accurate service planning

Coordination and connection between the various systems involved in care and support, including the Ministry of Welfare, National Insurance Institute, local authorities, and therapeutic frameworks

Beginning the Process

Access to assessment services at Shalva begins through one of the following official referral channels:

Local Authority Referral

Referral through the local Department of Social Services, via a community social worker in the individual’s area of residence.

National Insurance Institute Referral

Referral through the Israeli National Insurance Institute (Bituach Leumi), in accordance with the procedures established by law.
